To be effective with hand held weapons the dropship would have to be in a stable hover making the passengers an easy target for snipers or normal ground fire.
CCP is actually looking into it if I recall correctly.
This sounds quite fair, accompanied with the idea that you cant resupply ammo while inside the dropship as mentioned above this could work.
